'No evidence of collusion' between Trump campaign, Russian Federation

But officials soundly repudiated the allegation Trump made earlier this month that his predecessor Barack Obama had wiretapped his Manhattan base of operations and residence, Trump Tower.

Mr Comey said the lack of wiretapping evidence extended to the Department of Justice as well.

"I think there's no question that the Obama administration, that there were actions about surveillance and other activities that occurred in the 2016 election", Spicer said.

It is impossible to overstate the significance of the revelation that the FBI is investigating possible collusion between the Russian government and President Donald Trump's campaign team during last year's election.

The House Intelligence Committee on Monday held an unusual open hearing on Russian interference in the 2016 US presidential election and related issues.

Comey's comments are the most authoritative rebuke of Trump's claims that garnered backlash nearly immediately after they were published. There is no way to know if the election would have turned out differently if the public knew of that investigation.

In an immediate response, the Trump administration insisted that "nothing has changed". He said that there is "circumstantial evidence" of collusion. The FBI has also been investigating ties between Russian Federation and Trump advisers and associates during the campaign.

Comey testified that the Russians shifted their focus to undermining Clinton in the late summer after they decided there was no way Trump would win the presidency. "As with any counterintelligence investigation", he added, "this will also include an assessment of whether any crimes were committed".

Rep. Devin Nunes, R-Calif., is speaking at the opening of the committee's first public hearing on Russia's interference in the 2016 election.

"James Clapper and others stated that there is no evidence Potus colluded with Russia", Trump tweeted.

"Did you brief President Obama on any calls involving Michael Flynn?".

Trump followed up his Clapper tweet with another claiming that the "Russian story" was being pushed by bitter Democrats. "Big advantage in Electoral College & lost!"

He said Congress and the Federal Bureau of Investigation should be going after media leaks - and maybe even Hillary Clinton - instead.
