The commission note was circulated to senior staff and signed by Alexander Italianer, the commission's secretary-general; Martin Selmayr, the president's chief of staff; and Michel Barnier, the EU's Brexit negotiator.

In an interview with the Guardian, Mr Tajani indicated that the Article 50 process could be halted if the Government wanted after the election.

It is also understood that the European Union will reject Theresa May's plea for trade talks to get underway at an early stage of the two years set aside for the Brexit negotiations.

The tough negotiating guidelines set out tight protections for EU citizens and budgets, as well as European businesses whose goods are traded in the UK.

Europe should give Britain a trade deal that closely replicates current EU-UK trading relations and not seek to punish the UK after Brexit by erecting trade barriers, the Icelandic foreign minister has told the Telegraph.

Yet he warned that the European parliament would veto the entire deal if it the United Kingdom does not agree to the preservation of all rights of the estimated 3 million EU citizens already settled in the United Kingdom and the 1.2m Britons in Europe.

This is a right European Union citizens have been campaigning to protect as it accommodates future care of widowed parents.

"This is very, very important for us", he added. "For us, the agreement is [to have the same rights] as today [and] yesterday, tomorrow", he said.

The memo also urges European Union staff to encourage private British businesses to prepare for the "legal repercussions" of Brexit and consider moving an office to the European Union in order to continue their operations in the single market.

Prime Minister Theresa May formally began Britain's break up from the European Union in March, declaring there was no turning back, ushering in a tortuous exit process that would test the bloc's cohesion and pitch her country into the unknown.

"The good news, from a European point of view, is that she would be less fragile for all the concessions that she is going to have to make", another European diplomatic source said.

"No decisions have been taken about the location of the European Banking Authority or the European Medicines Agency, these will be subject to the exit negotiations", a spokeswoman for the British Brexit department said in prepared remarks.

"We want to work together".

"It is rather a effect of Brexit", Schinas said.

Britain now has two years to negotiate the terms of the divorce before it comes into effect in late March 2019. "It's the beginning, there's a long way but it's important to start well".
