The opportunities for China are enormous, as it can step into the U.S. role of providing technology and equipment transfer to developing nations to help them meet their commitments under the Paris agreement.

Montreal Mayor Denis Coderre said despite the president's decision, the mayors of many big American cities continue to support the accord. During his election campaign, he vowed to "cancel" the agreement in order to bolster U.S. oil and coal giant, which bankrolled his campaign.

"With or without the federal government, the city of Lauderhill has been doing our part to alleviate the problems related to climate change and helping the environment", he said.

Trump said the United States would be willing to rejoin the accord if it could obtain more favorable terms, but the leaders of France, Germany and Italy said in a joint statement that the agreement cannot be renegotiated. What is striking about the reaction to the Trump decision is how many business leaders are talking about the economic opportunity that global climate action brings, opportunities that U.S. could well miss out on.

"While the United States is held to a higher standard than developing countries, the two he mentioned - China and India - have agreed to climate measures that would preclude a major expansion of coal".

The over-the-top critical reaction to this unremarkable event confirms what many Americans, and Canadians, believe.

"This kind of support is crucial for the work of the secretariat to assist nations in their efforts to implement their commitments under the Paris Climate Change Agreement", she said. By withdrawing from this agreement, Trump would be ignoring an issue his own secretary of defense has said is a national security threat.
