Otto Warmbier's death is still a medical mystery

Moon said in an interview with CBS television broadcast Tuesday that Warmbier's death showed "we must now have the perception that North Korea is an irrational regime", but that talks are still necessary because "we were unable to resolve the North Korean nuclear issue through only the sanctions and pressure". He was sentenced to 15 years of hard labor in prison, but was released in June, 17 months after his arrest, in a coma. He spent a year and a half in North Korea.

The death of an American college student after his imprisonment in North Korea is threatening to overshadow the talks at the State Department.

Trump tweeted a somewhat conciliatory sounding message to Beijing, saying "while I greatly appreciate the efforts of President Xi & China to help with North Korea, it has not worked out".

Suggesting former President Barack Obama bears some blame, Trump said "the result would have been a lot different" had Warmbier been brought home sooner.

The State Department says Wednesday's talks would focus on ways to increase pressure on North Korea, but also cover such areas as counter-terrorism and territorial rivalries in the South China Sea.

Warmbier died six days after he returned home.

Meanwhile, the ministry official said that reported new activity at North Korea's underground nuclear test site does not seem to be related to signs of an additional nuclear test by the North.

China's Foreign Ministry said on Wednesday that Beijing had made "unremitting efforts" to resolve tensions on the Korean peninsula, not as a result of external pressure but because China was a responsible member of the global community and resolving nuclear issue was in its own interests.

Referring to Secretary of State Rex Tillerson, she added, "the secretary has the authority to do it, he just has not come to a conclusion about how this would potentially work".

Wambier's parents did not cite a specific cause of death, but cited "awful, torturous mistreatment" by North Korea. "We think that our travel warning that we've had in place for some time is quite strong", she said. In the wake of Warmbier's death, Chan said the company will continue that suspension.

South Korea's new President Moon Jae-In this month urged the military to establish a system to efficiently deal with the North's drones. "I think that North Korea is seen as giving its views in various manners as the outside world is talking about its nuclear weapons program".
