China says upholds United Nations sanctions as North Korea trade rises

Tensions rose after North Korea's test this month of an intercontinental ballistic missile that could reach the USA mainland.

The current proposals would not impact larger Chinese banks.

The Trump administration has already slapped sanctions on two Chinese citizens and shipping firms accused of partnering up with Pyongyang while designating the Bank of Dandong as a money laundering concern.

US President Donald Trump has been openly expressing disappointment over China's lukewarm stance in curbing its economic trade with North Korea, which reportedly grew nearly 40 percent in the first quarter from a year ago, raising the possibility for broader secondary sanctions.

The timing and scope of the sanctions would depend on how China responds to calls for tougher steps against North Korea.

But Beijing is also eager to avoid riling Trump.

China is nervous about a nuclear armed North Korea.

Trump acknowledged as much at a July 12 press availability held aboard Air Force One on the way to France to celebrate Bastille Day.

The 68-year-old had come under fire for driving under the influence of alcohol in 1991 and for playing golf in his post-retirement years on anniversaries of such national tragedies as the sinking of the Cheonan warship and North Korea's shelling of Yeonpyeong Island. North Korean men who try to leave are likely to be rapidly identified as absent by their work units.

Sanctions are the only action so far that are specifically meant to pressure China on North Korea; arms sales and fleet movements have happened before and would have again sooner or later.

"I'm introducing a legislation that will create a global embargo against North Korea to shut off access to the USA financial systems and the systems and sources of trade that wish to continue to do business with North Korea", Gardner said in a statement.

Chinese Foreign Ministry spokesman Geng Shuang responded to the possible sanctions by reiterating the country's commitment to enforcing United Nations resolutions, adding that unilateral sanctions were outside the framework of this commitment.
