Action again North Korea's ballistic missiles a hard call for US

Speaking live on state television at a forum for Russian students, Lavrov encouraged Pyongyang and Washington to sign up to a joint Russian-Chinese plan, under which North Korea would freeze its missile tests and the United States and South Korea would impose a moratorium on large-scale military exercises.

The president warned that if North Korean leader Kim Jong-un "does something in Guam, it will be an event the likes of which nobody has seen before - what will happen in North Korea".

If an attack warning is issued, Guam residents should take cover quickly - in a concrete structure, preferably underground - and stay there until instructed otherwise, according to a fact sheet titled "Preparing for an Imminent Missile Threat".

U.S. president Donald Trump assured Mr Calvo that Guam was safe, during a phone call.

If a person is caught outside during an attack, people are told: "Do not look at the flash or fireball - It can blind you" and "lie flat on the ground and cover your head".

The fact sheet, first reported Friday by the Pacific Daily News, explains that brick or concrete structures are the safest places to shelter from nuclear fallout, and that those with thick walls and roofs best absorb radioactive particles.

It also highlights steps for determining what shelters are "safe" - and for removing radioactive material that may accumulate on people's clothes, skin and hair. The fact sheet also advises people against calling the school to check on their kids, as doing so could "slow down emergency operations and make it hard for officials to communicate directly with school staff". "Do not pick up your children". After the attack, which North Korea has said it would take less than 18 minutes to reach the island, authorities advise Gambians to steer clear of areas marked "radiation hazard" or "HAZMAT" as well as all damaged areas.

Japan plans to deploy surface-to-air missiles at four sites to shoot down North Korean missiles that stray into Japanese territory from their intended target of waters around Guam.
