North Korea would face greater isolation: Kang

The ASEAN Regional Forum is one of the few multinational gatherings in which North Korea participates.

Both sanctions against North Korea's nuclear and missile programmes and resumption of the six-party talks are important and neither should be neglected, Chinese Foreign Minister Wang Yi said on Sunday.

Tillerson says, "We'll know it when we see it".

Thornton says the USA isn't now considering China's proposal to freeze US military exercises with South Korea in exchange for the North halting nuclear development.

The communist state came to Manila for the ASEAN Regional Forum amid a torrent of global criticism over recent tests of intercontinental ballistic missiles which prompted the UN Security Council to adopt a fresh set of crippling sanctions Saturday.

Lt. Gen. H.R. McMaster, President Trump's national security adviser, said in an interview Saturday on MSNBC that a military option was still under consideration for dealing with the North Korean threat, but that the United States and its allies wanted first to exhaust all other options to resolve the standoff with Pyongyang peacefully.

The Council voted unanimously on August 5 to impose new sanctions on Pyongyang, targeting exports such as coal, iron, lead, and seafood among others.

Cambodia has previously made clear it will not back any further nuclear development efforts by North Korea.

It added that Japan and South Korea "kowtowed blindly" to the U.S.

The 10 ministers from the Association of Southeast Asian Nations issued a rare standalone statement on North Korea on Saturday, saying its provocations "seriously threaten peace, security and stability in the region and the world" and urging the North's "full compliance" with UNSC resolutions.

"Those countries who are in the same position as ours, as well as the countries that had a slightly different position - we had a very heated discussion", Kono said.

That diplomatic concession led to speculation that Tillerson and Ri Yong Ho of North Korea, attending their first meeting together, might actually meet.

The minister remarked that he did not recognize if the representative was indeed Ri, but he "half-directed [the statement] towards the North Korean delegation's seat".

"The United Nations Security Council Resolution 2371 was created under forceful USA demand, and violates the right of self-determination, right to existence". However, it fell short of isolating the country entirely from the forum, as U.S. Secretary of State Rex Tillerson had initially suggested. Shin Beomchul of the Seoul-based Korea National Diplomatic Academy said sanctions that can force a change from North Korea would include a ban on China's annual, mostly free shipment of 500,000 tons of crude oil to North Korea and the deporting by United Nations member states of the tens of thousands of North Korean workers now dispatched overseas.

Ri, who actively voiced Pyongyang's positions in meetings with reporters during the July 2016 ARF in Vientiane, remained tight-lipped under a barrage of questions from the press throughout this year's event.
