An Ohio death row inmate is claiming he's too ill to be executed.

The board's 11-1 decision came in the case of Campbell, set to die by lethal injection on November 15 for killing a teen during a 1997 carjacking.

The 69-year-old inmate has severe chronic obstructive pulmonary disorder due to his heavy smoking habit. However, he recommended allowing Campbell to lie "in a semi-recumbent position" during the execution.

The prisoner's attorneys say he uses a walker, relies on a colostomy bag, requires four breathing treatments a day and may have lung cancer.

Medical professionals have noted that they have had a hard time finding suitable veins in Campbell's arms and legs to administer the drug, but Smith told the Columbus Dispatch they are working to fix that issue.

Campbell has asked the U.S. Supreme Court to stop his execution, saying he's too ill to execute. A federal judge ruled out that as an option for Campbell.

Prisons department spokeswoman JoEllen Smith said on Monday that Campbell's "medical condition and history are being assessed and considered in order to identify any necessary accommodations or contingencies for his execution".

In 1997, Campbell, who was shot during a robbery, faked being paralyzed as he was driven by a Franklin County sheriff's deputy to a court hearing on several armed robbery charges. While in a wheelchair, Campbell overpowered the deputy and fled.

He snatched the officer's gun and carjacked 18-year-old Charles Dials. He's smoked two packets a day for decades.

After riding around with Dials in the auto for several hours, Campbell shot the teen twice in the head and tried to kidnap two more people.

Campbell's attorney's argued he was regularly beaten, sexually abused and tortured as a child.

On Tuesday, the state said it was starting final preparations for Campbell's execution.

Campbell's last meal, called a special meal in OH, includes pork chops, greens, sweet potato pie, mashed potatoes and gravy and macaroni and cheese.
