Earlier this week, Gabriel criticized Saudi interference in Lebanon's internal affairs.

The SPA, a Saudi state news agency, cited its source in the Gulf monarchy's Foreign Ministry as saying that a note of protest would be issued to the German ambassador.

"Saudi Arabia has made a decision to recall its ambassador to Germany for consultations and will give the German ambassador in the kingdom a letter protesting these unfortunate and unjustified statements", SPA said, citing a spokesman for the Saudi foreign ministry.

After a meeting in Berlin with Lebanese Foreign Minister Gebran Bassil, Gabriel told reporters that Europe "could not tolerate the adventurism that has spread there".

Hariri's abrupt resignation and continued stay in Saudi Arabia had raised concern over Lebanon's stability.

In a message posted on his Twitter account before his flight, Hariri said: "To say I am held up in Saudi Arabia and not allowed to leave the country is a lie".

It has raised deep concerns about the stability of Lebanon, which has always been riven by disagreements between Hariri's bloc and that of his chief rival, the Iran-backed Hezbollah movement. "I am on the way to the airport", Hariri tweeted.

Hariri has since left Saudi Arabia with his family and arrived in Paris on Saturday morning ahead of talks with French President Emmanuel Macron, in what was seen as a possible way out of the crisis.
