South Korean officials have called for the resumption of visits between separated Korean families in the North and South, as a "humanitarian and human rights issue", especially as many family members are now in their 80s.

Talking to North Korea may make sense, but at a lower level while maintaining "maximum pressure" sanctions.

The U.S. and South Korea hold military manoeuvrs every year.

Moon and Kim are expected to talk about a proposal for restarting communications between the North and South Korean militaries. North Korea could abandon its ICBMs should Trump accept these requests. Whereas the South Korean team are idealistic exponents of soft power, the North Koreans include hard-line veterans who have been employing hybrid warfare for decades. So they are engaged in a complicated process of both trying to blackmail the West, and blackmail South Korea and most importantly trying to blackmail China, keep adversaries at bay and continue to be able to attract the kind of support they need to continue to exist."In this view, North Korea observes the long history of US -orchestrated regime change in non-nuclear states".
