"I think it looked intentional - the vehicle drove at speed and towards the barriers", eyewitness Ewalina Ochab told the Press Association.

Earlier, police said the male driver of the auto had been arrested at the scene of the crash which occurred at 0637 GMT. He was alone in the vehicle and no weapons were recovered at the scene.

Police were still working on formally identifying the man, who is "not cooperating", said Basu, adding that the driver was not thought to have been known to MI5 or counter-terrorism police. "There is no intelligence of further danger to Londoners or the rest of the United Kingdom in connection with this incident".

The eyewitness said the auto appeared to swerve into a pedestrian crossing before slamming into the barriers.
