4 killed, 3.11 million evacuated as Typhoon Mangkhut lashes China

Mangkhut is confirmed to have killed 65 people in the Philippines.

Still, the destruction and death toll was far lower than feared - especially compared to Typhoon Haiyan, which struck the archipelago in 2013, killing at least 6,300 in one of the worst tropical cyclones ever recorded.

The typhoon prompted storm surges as high as 10ft. and flooded ground-floor buildings in Shenzhen.

But Mayor Victorio Palangdan said there was a "99 percent" chance that all of the missing were killed. Dozens of residents sought shelter there during the storm on Saturday, despite warnings it was unsafe. None of them were alive, authorities said Monday.

The storm blew out windows in skyscrapers, pulled trees up by their roots and scattered them across streets, and affected all modes of transportation. A local mayor estimated that the death toll could climb as high as 100, AP reports.

The Chamber of Mines of the Philippines said mining operators had been told to leave, but that a mine near the shelter had been operating illegally.

When she screamed after hearing the news about her husband, their four-year-old son sensed what had happened and cried too, she said.

"The rice sector could recover because we have coordinated with the National Irrigation Administration.to not close the irrigation systems because right after the typhoon our farmers actually could replant", Pinol said in the interview.

Itogon resident Roel Ullani helped search for the missing, including several of his cousins and other relatives.

Shocking footage of the incident was captured by Joseph Anthony, 44, who said: 'I was surprised to see the dad out with the kids that early on. Storms are more likely in the Southeast Asian region.

Environmental Secretary Roy Cimatu said the government will begin deploying soldiers and police to six mountain provinces.

As of Saturday, the storm had caused 51 landslides in the north of the Philippines. Tens of thousands of small-time miners in recent years have come to the mountain provinces from the lowlands and established communities in high-risk areas like the mountain foothills of Itogon.

Almost half a million people were evacuated from seven cities in Guangdong province, on China's southern coast, where Typhoon Mangkhut was expected to make landfall later Sunday afternoon.

The storm was about 124 miles west of the city of Nanning in Guangxi region this afternoon, moving in a northwesterly direction and weakening as it progressed. In Hong Kong, which was hit hard over the weekend, videos on social media showed apartments swaying in the wind, scaffolding crashing to the ground and commercial buildings with windows shattered.
