Aside from Bolton's remarks, the summit was protested by activists with the progressive organization Code Pink, who made a scene and paused one of the speeches, but were quickly removed.

"In less than two years, my administration has accomplished more than nearly any administration in the history of our country", Trump proclaimed. The president's opening line drew derisive laughter from the crowd.

A small grin appeared on his face, and he said: 'I didn't expect that reaction but it's OK'.

"Iran's leaders sow chaos, death and destruction", Trump told representatives from more than 130 other countries meeting in NY. "Iran's leaders plunder the nation's resources to enrich themselves and to spread mayhem across the Middle East and far beyond".

President Donald Trump repeatedly says "the world is laughing at us" when bashing his political rivals or ideas that go against his agenda.

He said 'we are standing up for America and for the American people, and we are also standing up for the world'.

The top adviser to Khamenei, Ali Akbar Velayati, rejected the US offer on Tuesday, saying "Trump's and Pompeo's dream would never come to reality", the IRNA news agency said.

Trump spent the first few minutes of his speech talking up the USA economy and sinking unemployment figures.

"This will mean that EU member-states will set up a legal entity to facilitate legitimate financial transactions with Iran and this will allow European companies to continue to trade with Iran", Mogherini told reporters, flanked by Iranian Foreign Minister Mohammad Javad Zarif.

Trump has withdrawn the USA from the Iran nuclear deal, the Paris climate accord and an Asia-Pacific trade pact, while imposing steep tariffs on both allies and adversaries. He said Tehran must "change its tune" before Washington considers rolling back the sanctions.

"We, the people, are sovereign in America, so that infringements on our sovereignty are not infringements on abstractions or infringements on the government".

He also questioned how an agreement could take place with the Trump administration who "violated the policies of its predecessor". He also vowed the USA would be "aggressive and unwavering" in enforcing economic sanctions.

Rouhani also said United States sanctions against his country amount to an "economic war" that's disrupting trade and will harm people beyond Iran.

Trump also defended his decision to bring the United States out of "the terrible 2015 Iran nuclear deal and re-impose nuclear sanctions".

Rouhani said on Monday Tehran would not talk to Trump until the United States returned to the 2015 deal. "In its estimation, might makes right".
