Footages of the incident showed police struggling for at least a minute to contain a man wearing a dark tunic as he lunged, slashed and stabbed wildly at two officers.

One person was dead at the scene and two others were taken to a hospital.

Police said there was no terrorism link at this stage but they are "keeping an open mind".

The attacker has since died from his gun wound while under police guard in hospital.

Speaking at a news conference, Chief Commissioner Graham Ashton said that the suspect had "family associations that were well known" to police and that he was also known to Australia's security agency.

Members of the public who witnessed the event and wish to make a statement are asked to attend Melbourne West Police Station at 313 Spencer Street, Melbourne.

Mr Ashton said when a marked police vehicle arrived at the scene, the attacker reached in and punched an officer through the window before pulling out the knife and engaging the officers.

One of the officers shot the man and he collapsed to the ground clutching his chest, the video showed.

The officers ultimately fired a shot, causing the man to fall down.

As a truck blazed in the background, a man flailed a long knife at police officers, who backpedalled desperately.

The man crashed a utility at the corner of Bourke and Swanston streets before exiting the vehicle as it caught alight, and then attacking nearby passers by.

"Me and the managers ran out and that's when we saw the auto on fire and then we saw the guy on the floor and we wanted to help, there were two blokes helping him out already, he was face down pools of blood around his face", he told AAP.

Police have cordoned off a section of the central business district in Australia's second-largest city, but are not looking for other suspects.

"Today, more than ever, we offer our thanks to Police and first responders for the unbelievable work they do for all of us".

A man with a shopping trolley has been praised for trying to subdue a knife-wielding attacker who had just stabbed three people in Melbourne.
