A 67-year-old New York City man has stepped forward to claim his $343.9 million prize from a Powerball ticket, making him the victor of the biggest jackpot in New York Lottery history, according to the New York State Gaming Commission.

Bailey's numbers matched all six, and he opted to take the cash value and walk away with a net check of $125,396,690 after required withholdings.

Bailey bought his lucky ticket at the West Harlem Deli on Fifth Avenue.

Bailey has "faithfully" played the same numbers since 1993 and dabbles in all the New York State Lottery Games.

"I tried to remain calm and sat down to watch some shows I had on my DVR".

While there's a superstition that says lottery winners end up broke in a few short years, Bailey does have plans to take some of his winnings to gamble in Sin City, he said.

"I stayed up all night and waited to see how many people were going to win", he said. "God bless her, she's still around", Bailey said. "Around 11:30 at night I checked my numbers online".

"I will continue to playing my numbers until this train runs out".

Mr Bailey didn't come forward to claim his prize until after he met with a lawyer and financial adviser. The winning numbers were revealed in October, and the winning ticket was sold at a KC Mart store in Simpsonville, South Carolina, but officials don't know who the person is, CNN reported.

'It's a good life changer, ' said Bailey, who declined to describe the nature of his government work before retiring.

For Bailey, that means taking a trip to Las Vegas or hiding out from the NY winter in the Bahamas. He plans on going on vacations and buying land for his mother.

Ultimately, though, he'd like to give back.

'I plan to give back to Manhattan; that's where I'm from, ' Bailey said.

"I still want to be me". I didn't notice the Powerball right away.

The chance of winning the Powerball jackpot is 1 in 292.2 million.
