Speaking to CBS News's Bob Schieffer on Thursday, Mr Tillerson called the USA president "pretty undisciplined" and said they didn't share a "common value system". Trump tweeted, apparently in response to critical comments Tillerson made the night before.

"It violates the law", he said at a rare public appearance in Houston. "It violates the law, it violates treaty, '" Tillerson said. Just as Tillerson was visiting Asia a year ago and speaking of lines of communication with North Korea, Trump tweeted that he was "wasting his time".

"His predecessor, Rex Tillerson, didn't have the mental capacity needed", Trump continued.

"He was dumb as a rock and I couldn't get rid of him fast enough", Trump said. He was lazy as hell. "Now it is a whole new ballgame, great spirit at State!" "And I think he grew exhausted of me being the guy every day that told him 'You can't do that, and let's talk about what we can do'".

"I think it's fake news, but if he did that, I guess we'll have to compare IQ tests", Trump told Forbes in an October 2017 interview.

On Thursday, Tillerson said that the way Americans consumed news concerned him, in an apparent reference to Twitter, the president's favored tool for foreign policy announcements.

An aide to Tillerson ³ who served as secretary of state from February 1, 2017, through March 31, 2018 - did not immediately respond to a request for comment.

Tillerson also contended Trump tends to act "on his instincts" although it's "not his intent to act on impulse". He did not repeat that assessment at the Houston event but his remarks were stark. Tillerson said he offered to lobby Congress to pass legislation enabling the president to get what he wanted legally. "And I can tell you who is going to win".

Tillerson also dismissed the president's favorite communications tool Twitter, saying, "It troubles me that the American people seem to want to know so little about issues, that they are satisfied with a 128 characters".

Mr Tillerson noted that he had never met Mr Trump before Vice-President Mike Pence invited Mr Tillerson to the White House.

"I don't want that to come across as a criticism of him", he added. "I think he really is trying to act on his instincts". Thank you to Rex Tillerson for his service!
