"If Joe Biden's the nominee, Joe Biden wins Pennsylvania, let's be candid here".

Harris appeared to be responding to a proposal floated by the Congressional Black Caucus, and reported by Politico last weekend, for a "dream ticket" featuring Biden as the presidential candidate and Harris as his running mate.

Biden's campaign announced the long-expected decision in a statement Thursday, two days before a major rally planned for Saturday at the Philadelphia Museum of Art.

With 20 electoral votes, it was part of a "blue wall" essential to Democrats winning presidential elections.

Biden held his first rally as a candidate in Pittsburgh.

Other Democratic men running have said they, too, would consider picking a woman. And he's lived his entire adult life in and around Wilmington, Delaware, just 30 miles south of the City of Brotherly Love.

Pennsylvania was among the key states that Trump flipped in 2016.

Pennsylvania is one of three Rust Belt states - along with MI and Wisconsin - making up the traditional Democratic "blue wall" in presidential elections that Trump narrowly captured in 2016.

Socialist Sen. Bernie Sanders (I-Vt.) also beats the president, with 46 percent against 41 percent for Trump.

"Joe Biden is ideal for Pennsylvania and Bernie Sanders is flawless for Iowa and for New Hampshire", he added. According to a Quinnipiac University poll of Keystone State voters, Biden topped Trump 53-42 percent in a potential 2020 match-up.

Biden's headquarters will be located in Philadelphia's City Center, with some 50 staffers working out of the offices at the onset.
