Israeli forces carry out detention raids across the West Bank on a near-nightly basis - including in areas, like Nablus city, that are in Area A, which technically falls under full Palestinian Authority political and security control.

The U.S. said Monday there has been no change to its West Bank policy after Washington's envoy to Israel stirred controversy with comments suggesting Israel has a right to annex parts of the occupied territory.

The Palestinian foreign ministry said it was looking into filing a complaint with the International Criminal Court on the issue.

"Their vision is about annexation of occupied territory, a war crime under worldwide law", he said.

Erekat also renewed a Palestinian call for countries to boycott a June 25-26 conference in Bahrain to discuss economic aspects of a peace deal the White House has been working on.

Israeli settlement activity in the Palestinian territories is illegal under worldwide law, though Israel has always sought to dispute this. But both sides said the same thing: Friedman is changing US policy, and aligning it with that of Netanyahu.

Global law regards the West Bank, including East Jerusalem, as "occupied territory" and considers all Jewish settlement-building movement there to be illegal.

Bush put [a version of this formula] in writing in a letter to Ariel Sharon in 2004 prior to the withdrawal from Gaza, in which he assured the Israelis that they could count on USA support for holding onto Jerusalem and the West Bank settlement blocs.

Israeli Prime Minister Benjamin Netanyahu raised the prospect of annexing some parts of the West Bank in the final days of the recent election campaign in an effort to rally conservative voters.

The damage caused by Israeli fire on the Nablus security headquarters today.

An estimated 640,000 Jewish settlers live on 196 settlements made with the Israeli government's approval and an excess of 200 pioneers "outposts" work without government approval throughout the West Bank.

On the long-delayed peace plan, Friedman said it was aimed at improving the quality of life for Palestinians but would fall well short of a "permanent resolution to the conflict".

Palestinian officials have rebuked the U.S. effort, which they believe will be heavily biased in favor of Israel. "There's a major difference between cutting United States aid & imposing restrictions on how Israel can spend it".
