President Donald Trump speaks on the South Lawn at the White House, June 10, 2019, in Washington.

Pelosi's comments came after an intense opening statement in which she said, "he does not know the difference between right and wrong, and that's probably the nicest thing I can say about him".

"What bothers me more is that we're talking about that (Trump's insults) instead of how to reduce national debt", Pelosi said at the conference on Tuesday. "I don't take any responsibility for the president's behavior except to say that we're going to hold him accountable for it". The speaker defended her position with, "I say nearly every day that the president is involved in a criminal cover-up, he just chose to pick it up that day".

Trump attacked Pelosi in an interview with Fox News during his overseas trip in France last Thursday commemorating the 75th anniversary of D-Day calling her a "nasty, vindictive, frightful person".

Speaking to reporters, the U.S. House of Representatives' top Democrat said her caucus would continue to investigate Trump and his administration through their various committees, one day after Trump said he would take information from foreign sources on any political opponents and might not contact the Federal Bureau of Investigation.

Pelosi noted that she had declined to criticize Trump during a television interview in France because she does not criticize the president when overseas. "Do people think there's some impeachable offenses that the President committed? Yes".

During the same interview, Pelosi said that an impeachment inquiry is "not off the table", but also downplayed the possibility that House Democrats will go down the path of impeachment. How serious are they?

The House speaker has consistently downplayed the possibility of impeachment and has outlined a high bar for the criteria she would want to see met before moving forward, including that she would want to see bipartisan support.

However, Trump "took a different tack", she said.

"My obligation is to do whatever we do in the most effective way possible", she responded.
