Movie theaters can reopen in NY, aside from in NYC, next week

Governor Andrew Cuomo announced that movie theaters outside of New York City can reopen at 25% capacity under state guidance starting October 23. "The only answer is more enforcement", Cuomo said. Theaters can reopen at 25 percent capacity, he said, with a maximum of 50 movie goers allowed per screen.

Cuomo also detailed how NY state officials have cracked down on a planned wedding in Williamsburg which they allege would have brought together "upwards of 10,000 individuals". Cuomo says nearly by definition, clusters are emerging because of a lack of compliance and enforcement.

"Literally we are going block by block and now we have the sophistication to do that", Cuomo said.

-The aim to to have more targeted response, with more testing and less wider disruption to the community at large.

-Cuomo says the red zone infection rate is lower than 34 states' overall rates in this past week. Nine New Yorkers died of coronavirus.

Numerous hot spots overlap with predominantly Orthodox Jewish neighborhoods in the city and upstate Orange and Rockland counties.

In several predominantly Hasidic areas upstate, the dip has been even more dramatic.

The governor said micro-clusters would be declared "red zones".

-Cuomo says it comes down to wearing masks, and says the have become a "political symbol" in the country.

"If (people) are following the rules, the virus won't spread", Cuomo said.

"A cluster signifies a lack of compliance, common sense".
