People attend a protest against the jailing of opposition leader Alexei Navalny in Moscow, Russia, on January 31, 2021.

Navalny, 44, an anti-corruption investigator, was arrested in Moscow in January upon returning from Germany, where he spent five months recovering from a nerve-agent poisoning that he blames on the Kremlin.

"The use of any chemical weapon directly violates global legal obligations and norms of civilized conduct and our actions today fall into a number of categories and reflect a whole of government response".

Working with USA allies, "we must use an array of tools, including sanctions, to meaningfully deter, repel, and punish Moscow's transgressions", Schiff said in a statement.

The EU and United Kingdom had previously sanctioned six senior Russian officials in October, a move that was not joined by the U.S. under Mr Trump.

The sanctions are the first announced by the Joe Biden administration against associates of Russian President Vladimir Putin. President Donald Trump had spoken admiringly of Putin and resisted criticism and many proposed penalties of Putin's government.

The EU, which already had imposed sanctions against a small number of Russian officials, is expected to announce more sanctions.

The sanctions include travel bans and asset freezes.

"I'm very glad to see that Biden has veered away from the policies of Trump and gotten tough on Russia", Browder told DW.

The move follows an earlier series of European Union sanctions.

In 2018, the Trump administration announced sanctions against Russia for the use of a nerve agent against a former Russian double agent living in Britain, Sergei Skripal, and his daughter Yulia, and expelled dozens of Russian diplomats.

"We're sending a clear signal to Russian Federation", said one of the officials, who requested anonymity. The goal is to have a "predictable and stable" relationship that leaves space for co-operation on areas such as nuclear proliferation - but also to be clear that there are costs for behaviour that crosses boundaries "respected by responsible nations". While most past presidents have come into office declaring they would seek a reset of relations with Russia, Biden has done the opposite - warning that Putin is driving his country back into an era of authoritarianism, and promising to push back on violations of human rights and efforts to destabilize Europe.

The sources said some individuals would be targeted in the sanctions to be announced as early as Tuesday, but declined to name them or say what other sanctions may be imposed. Officials are also debating how to respond to the SolarWinds cyberattack, election interference and Russian bounties for the death of American soldiers in Afghanistan.

The Russian government responded even before the United States and European Union moves were confirmed.

His government would respond in kind to any sanctions, he added. On Monday, the intergovernmental organization said the chemical attack against Navalny and his eventual incarceration is an attempt to crack down on political opposition by the Putin regime. He managed to get some of his supporters elected to councils in Siberia in 2020.

In December, Navalny released the recording of a phone call he said he made to a man he described as an alleged member of a group of officers of the Federal Security Service, or FSB, who purportedly poisoned him in August and then tried to cover it up.
