Frederick Police announced on Twitter that they were "responding to an active shooter" emergency on Progress Drive near Monocacy Boulevard.

Talley said investigators are looking at whether the shooter knew the victims, but refused to speculate, saying, "We don't want to compromise any aspect of the investigation". It was unclear if the suspect had approached the Army base. "Everyone is safe", Lando said.

Two active U.S. Navy sailors were found suffering from gunshot wounds.

According to police, a shooting happened at an address where a concrete business is located and about 4 miles (6 kilometres) from Fort Detrick.

The two people who were critically wounded by the shooter were airlifted to a hospital, Lando said.

The gunman drove through a gate at an entrance to the base before military personnel confronted him on a road inside, said Fort Detrick spokeswoman Lanessa Hill. Talley said he made it about a half-mile into the installation before he was stopped at a parking lot.

Frederick Police are investigating the incident.

Fort Detrick is home to the military's flagship biological defense laboratory and several federal civilian biodefense labs.

Editor's note: An earlier version of this story mistakenly identified Fort Detrick as a Naval base.

Lando said police would have a further update on Tuesday afternoon. He said the suspect, a 38-year-old man, entered a business at Riverside Tech Park and that people fled the premises.

"It's very tragic. It's happening too frequently. And now it's happening in our backyards".
