Additionally, the state is also under a "stay-at-home" order and the National Guard is assisting with covid-19 testing.

To supplement the diminishing hospital space, the state is working to contract with hotels to provide additional hospital beds and converted three state parks into isolation sites that can receive quarantined patients who can't go home, Edwards said. This move would greatly help to free up more direct federal aid in order to cope with the increasing coronavirus outbreak.

The state lab has completed 2,037 tests, while commercial tests completed and reported to the state now total 9,414. "We have overwhelmed our stocks of key resources needed for our hospitals, first responders and emergency managers. I have determined that this incident is of such severity and magnitude that effective response is beyond the capabilities of the State and local governments". Edwards said Louisiana has the third-highest rate of confirmed virus cases per capita.

President Trump had previously made major disaster declarations in California, New York and Washington. "'Until we tackle the medical challenges in front of us, it is very hard for me to see the economy coming back", responded Edwards to the president's speech about easing restrictions that have hammered the nation's economy.

Edwards has further banned gatherings of over 10 people, limited restaurants to takeout and delivery, and ordered nonessential businesses to close. He has also asked the residents to voluntarily stay at home unless they need to carry out an urgent task.

On Monday, March 23, Edwards warned federal officials that as COVID-19 cases continue to grow exponentially across the state, the New Orleans area was in serious danger of running out of healthcare capacity by the first week of April.
