It comes after a woman in her 80s died on Monday from the virus in the state's northwest and takes the national COVID-19 toll to 19.

"This is a very sad time", he said. "It serves as a warning to us all that these are going to be tough and hard times", Gutwein said.

Health Minister Sarah Courtney said both deaths in Tasmania "have been associated with travel on the Ruby Princess" cruise ship, with public health director Mark Veitch confirming the elderly man had been a passenger on the ship.

At least five people connected to the ship have died from coronavirus, while a total of 211 passengers have been infected.

Premier Peter Gutwein confirmed the death this morning, saying there was "a message in that for all of us".

While most virus cases have been detected in major cities, clusters have also emerged in tourist destinations, such as in the Barossa Valley, a wine region in South Australia.

Ten people have recovered from the Chinese Communist Party virus.

Chant said on Tuesday that an apparent slowing infection rate in recent days may have more to do with fluctuations with testing numbers, given there is less access to doctors over the weekend.

"It's always possible infection was acquired from one of these sources rather than within the community".

Restrictions came into place in a number of states on Monday limiting the number of people in a social gathering to two and forcing people to remain in their homes unless they have a "reasonable excuse" to venture outside.

Tasmania has yet to record evidence of community transmission.

Those who disobey could be arrested, charged and fined up $16,800.

Australia stepped up enforcement of social distancing rules today to contain community transmission of the novel coronavirus, implementing fines, closing beaches and threatening stricter measures if people defy pleas to stay at home.

As of midnight today, all returning citizens from overseas will be put into compulsory quarantine in hotels for two weeks at the government's expense.
