Downing Street confirmed that Cummings was infected and self-isolating with virus symptoms, but did not disclose any trips.

Mr Cummings' actions gave the impression there was one rule for the powerful and another rule for the people, Mr Blackford said. "Number 10 needs to provide a very swift explanation for his actions".

Durham Police say officers went to a house on March 31 and "explained to the family the guidelines around self-isolation and reiterated the appropriate advice around essential travel".

"The British individuals do not anticipate there to be one guideline for them as well as an additional guideline for DominicCummings Number 10 demands to supply a really speedy description for his activities.".

Cummings was also spotted near the gate of his parents' home with a young child, believed to be his son, five days after the complaint was made to the police, according to The Guardian.

Dave Penman, the general secretary of the FDA, the union that represents senior civil servants, said Johnson had a duty to explain Cummings' behaviour.

Cummings was a key member of the 2016 Brexit campaign alongside Johnson, and the latter brought him into Downing Street when he took office a year ago.

The Labour Party said that if the report was accurate, he appeared to have breached the lockdown rules.

He was then next photographed on 14 April, at Downing Street.

Blackford Cummings
SNP Westminster leader Ian Blackford said the Prime Minister should come clean on what he knew about Dominic Cummings’ travels

According to a joint investigation by the Guardian and Daily Mirror, Mr Cummings was spotted twice in the North East over the course of nearly a week, between March 31 and April 5 - eight days after lockdown began.

The reports could put Mr Cummings in a hard position, after several senior people involved in the country's response to the coronavirus outbreak were forced to resign when it emerged that they had broken the lockdown rules.

Scotland's chief medical officer, Catherine Calderwood, resigned after travelling to a holiday home, while Professor Neil Ferguson quit SAGE after it was reported his girlfriend visited him during lockdown. "It's as simple as that", Ed Davey, the acting leader of the Liberal Democrats said, according to the Guardian.

He added that "Boris Johnson must now show Dominic Cummings the door - otherwise people will conclude the Tories were so keen to leave lockdown because they weren't following the rules in the first place".

Ms Patel, speaking at the Downing Street briefing on Friday, said the Government guidance continues to be that all but essential travel overseas was advised against.

A source close to Dominic Cummings is insistent that he didn't break the rules. Cummings exclusively confirmed to Palatinate last July that his role was to take money on the door.

Cummings is considered a key member of the 2016 pro-Brexit campaign and the man responsible for helping Johnson become prime minister previous year.

As of 9am on Friday 22 May, there are 1,898 confirmed cases of COVID-19 in County Durham, out of a population of around 530,000.
